Cosmetic Regulations

In the European Union (EU), the manufacture of cosmetics is governed by the EU Cosmetics Regulation ((EC) No. 1223/2009).

The Cosmetics Regulation replaces the EC Cosmetics Directive (76/768/EEC).ICDA kept its members fully informed of the new requirements of the new EC Cosmetics Regulation, which streamlines and modernises the legislation in place for cosmetics and personal care products across Europe.

The key provisions of the new Regulation are the new requirements for central notification, revised safety assessment reports, revised labelling, new obligations on the distribution chain and monitoring and reporting of SUEs.

The ICDA has worked closely with Cosmetics Europe, the European personal care association to provide industry guidance on implementation of the new EC Cosmetics Regulation.
