
A proven leader, Paul has over 20 years’ experience in Private Finance Initiative (PFI) and Public Private Partnership in both the United Kingdom and Australia. Paul is the Chief Executive Officer of Parklife Metro, the entity contracted to deliver the Sydney Metro Western Sydney Airport Project (SMWSA).
Prior to this role, Paul was an Executive Director with Plenary and had carriage of establishing and managing the Queensland business. Paul was a member of Plenary’s successful team for the Gold Coast Light Rail Project (Stage 1) and was the Project Director, in partnership with the Queensland Government for the augmentation of both Stage 2 & Stage 3. Paul was also Bid Consortium Director for the successful Toowoomba Second Range Crossing Project and the SMWSA Project.
Prior to joining the Plenary Group in 2006, Paul was Principal of a consultancy business which provided technical due diligence to financiers, guarantors and rating agencies providing an external, independent assessment of Public Private Partnership (PPP) project risk.
With a well-developed mix of technical and leaderships skills, Paul brings a wealth of experience from a diverse portfolio of roles and PPP projects as well as a proven track record of both Interim SPV CEO roles from the Gold Coast Light Rail Project (Stage 1) and Toowoomba Second Range Crossing Projects and permanent CEO on SMWSA Project.

Danny McCoy is Chief Executive Officer of Ibec since 2009. Ibec is Ireland’s largest business representative organisation and the country’s largest lobbying group. It has 285 staff in nine locations and has 39 sectoral brands with substantial presence within the European Union through Ibec’s Brussels office. He is a member of the Irish Tripartite Labour Employer Economic Forum (LEEF).
He is a Member of the Royal Irish Academy, a Knight of the Order of the Star of Italy, Honorary Fellow of the Irish Academy of Engineers, Adjunct Professor Trinity College Dublin Business School and Vice President of the Statistical & Social Inquiry Society of Ireland and Independent Non-Executive Director of Iput Real Estate.
He has held lecturing posts at University College London, University of Oxford, Trinity College Dublin and Dublin City University. He has been senior economist at the Central Bank of Ireland and the Economic & Social Research Institute as well as being a consultant to the European Commission and the Organisation for Economic Cooperation and Development.

Previously an Economic Consultant with Fitzpatrick Associates and an economist with the Irish Dairy Board. BBS and MBS in Economics from UL, a member of the National Competitiveness Council and former Chair of BusinessEurope’s Economic and Finance Committee, Fergal is a member of the National Statistics Board and a council member of the Foundation for Fiscal Studies. A chartered engineer for nearly 30 years, Derval leads AECOM’s Transportation business in Ireland.
Derval is part of AECOM’s Future Mobility leadership for Europe, which is rethinking what is next in the way people, goods and services are moved, with the aim of making a positive impact on the planet, enriching communities, and building legacies for future generations. Based in Dublin, she leads AECOM’s Transportation business in Ireland.
Derval has worked as a consultant in the transport sector for over 30 years, assisting clients in Ireland, UK and Southeast Asia across many different facets of their businesses including economic and financial analysis, governance, risk management, customer service, contracting, operations, planning and engineering. She is committed to inclusive mobility and the improvement of public transport, the promotion of walking and cycling, and the efficient use of our resources across all aspects of transport.
In addition to a level eight qualification in Civil Engineering, Derval also has a master’s degree in transport studies from Imperial College and University College London, and a post graduate diploma in urban design, providing a broad transport planning perspective.

Originally from Limerick, Stephen moved to Canada in 2011 where he worked with large cities (including Toronto, Calgary, Vancouver, Edmonton, Montreal and Ottawa) to deliver sustainable mobility solutions as well as climate and infrastructure resilience advisory services. Stephen has dedicated his professional career to network system thinking – considering the implications of multiple trends and disruptions for planning and strategy development for clients. His experience and work to date has included some of the largest and most complex infrastructure undertakings, covering over EUR 50 billion in capital expenditures to date.
Stephen has extensive experience in disruption and strategic advisory (including sustainability and decarbonisation linked change and opportunity), transaction and commercial advisory, energy transition pathways, real estate and urban development strategy (including transit orientated development), and social infrastructure projects. Stephen has a focus on resilience and sustainability strategy and transactions.

Peter O’Shea is Head of Corporate and Regulatory Affairs at ESB. He joined ESB in 1999 having previously spent 12 years in the UK power industry working in a range of technical, commercial and regulatory positions with the CEGB and the National Grid Company. Peter joined ESB as Competition and Regulation Manager and was later appointed to the position of Chief Information Officer (CIO) and General Manager – ESB Services.
Peter is a Board member and Past President of the British Irish Chamber of Commerce and is Chairman of the Electricity Association of Ireland. Peter recently joined the Advisory Board of the International Energy Research Centre at the Tyndall Institute. He is an engineering graduate from UCD and holds an MBA from Warwick University.

Mark McGreevy FRICS, FCICES, mIOD is an experienced board director, advisor and investor in the built environment sector.
Over three decades, he has combined hands-on leadership of multi-billion-euro infrastructure and construction businesses with independent board and advisory roles for private, semi-state, and PE-backed entities.
He currently serves as a Non-Executive Director with Collen Group (€1.5bn revenue) and as Chair/advisor to multiple specialist businesses in engineering and services, while also advising public sector authorities and private entities on strategic projects such as aviation, rail and energy transition.
His experience spans Ireland, the UK and Europe, underpinned by board-level leadership in risk management, commercial strategy, and dispute resolution. Mark is a Fellow of the RICS and CICES, a member of the Institute of Directors, and is completing the IoD Diploma in Company Direction.
