The General Scheme of the Central Bank (Individual Accountability Framework) Bill 2021 was published by the Minister for Finance, Paschal Donohoe, in July 2021 and is currently progressing through the Oireachtas.  Enactment is anticipated within the next few months, with commencement requirements following thereafter.


Implementing the new regime will be a significant undertaking, requiring effective planning, sponsorship/engagement at the most senior levels within firms and very active cross-firm involvement.
