Description:After 2020, binding national targets are replaced by a binding EU-level target of at least 27% renewable energy in final energy consumption by 2030 without sectorial targets or binding targets at national level. The questionnaire seeks input on what circumstances EU measures could be used or activated, how to share potential costs in a fair and equitable way and how to ensure participation by all Member States.
Implication(s):As the targets will be at an EU level, a new Energy Union Governance framework will be introduced. According to the European Commission, it will enhance transparency and reliability. Ibec's submission seeks to ensure that this target is met in a sustainable and cost-effective way, and provides some insights into how the current RES directive has assisted in meeting the 2020 binding national targets.
Current Position:The European Commission will publish a proposal for a directive for the period after 2020 towards the end of 2016.
