Description:The questionnaire is designed to inform the review of Directive 2012/27/EU on energy efficiency (Energy Efficiency Directive or EED), foreseen for the second half of 2016. It focuses on a number of specific articles, including energy efficiency targets, purchasing by public bodies and energy efficiency obligation schemes.
Implication(s):It will inform the scope of EED out to 2030, and the way in which Member States should seek to meet the EU level target out to 2030. The governance framework, currently being designed by the European Commission, will be crucial in determining how Member States will meet their nationally binding GHG emissions reduction targets and the overall renewable and energy efficiency targets.
Current Position:The Ibec submission states that as Member States will have the binding non-ETS target as their priority, the EED should therefore provide the most cost-effective methodology and technologies to meet this target. With regards to the governance framework, we suggest that Member States' national energy and climate plans should permit flexibility to meet the binding GHG emissions reduction targets.
