Description:The CER today published the PSO levy of €325.3 million for 2015/16. The PSO is charged to all electricity consumers to support a number of national policy objectives related to renewable energy, indigenous fuels and security of supply.
Implication(s):For the past two years, Ibec's response has focused on the allocation PSO cost between categories of customers, specifically the methodology determining the peak consumption level allocated to large customers given the significant increase since 2012/13.
Current Position:According to the decision paper for 2015/16, the aggregate peak consumption of large industry is estimated as a residual, after subtraction of the estimated peaks for domestic and commercial users. Ibec has questioned the approach of estimate peak demand for large users when it can be directly and accurately measured. We have asked CER to explore the possibility of comparing the aggregate profile forecast for LEUs ( >30kV industrial users) preferably by back-casting previous forecasts and comparing the against actual hourly-metered data to test the robustness of the current methodology.
