Description:The European Commission is consulting on the allocation of national emission reduction targets for the non-traded sector post-2020. This is of pivotal importance to Ireland given our particular emissions profile in the non-traded sector.
Implication(s):Ireland has a 20% reduction target compared to 2005 levels or 2020. Its scope currently covers greenhouse gas emissions such as CO2 emissions from road transport, heating of buildings, small-scale industry and so-called non-CO2 emissions from agriculture and waste. The Environmental Protection Agency projects a combined contribution of agriculture and transport sectors of 80% for the non-ETS by 2030. Ireland could find itself in a precarious economic situation in the event of unfair targets and without the use of net
afforestation credits in carbon mitigation framework.
Current Position:The European Commission is expected to make a legislative proposal early 2016. The Ibec submission to the consultation is attached.
