Description:The Climate Action and Low Carbon Development Bill 2015 proposed statutory provisions requiring the Minister for the Environment, Community and Local Government to make, and submit to Government for approval, a national low carbon transition and mitigation plan, to be referred to as the National Mitigation Plan (NMP). A primary objective of the NMP will be to bring a clear and strong focus to both the challenges and the opportunities of transitioning to a low carbon future, and the importance of a positively focussed and cost-effective national transition agenda.
Implication(s):The NMP will track the implementation of measures already underway and identify additional measures in the longer term to reduce greenhouse gas emissions (GHG) across agriculture, built environment, transport and waste sectors. In order to preserve Ireland's international competitiveness, it will be necessary to address our decarbonisation challenge in a cost-efficient
manner that maximises growth potential. Ibec's submission highlights a number of required policy measures to allow the least-cost low carbon transition.
Current Position:Enactment of the Climate Action and Low Carbon Development Bill is expected in 2015. DECLG plan to engage in public consultation on the draft National Mitigation Plan and the Strategic Environmental Assessment.
