The overall goal of an Internal Energy Market is at the crux of this policy measure. The Commission said the increased penetration of renewables, the emergence of capacity mechanisms, cross-border infrastructure limitations and increasing divergences in Member State energy policy requires a rethink of the 20-20-20 approach for 2030.
